Need to know more about PAS2030, PAS2035 or PAS2038?

This week we are exploring PAS2030, PAS2035 and PAS2038 and walking readers through the pros and cons of becoming PAS2030 certified.

PAS2030 is a publicly available specification developed by the British Standards Institution (BSI) in collaboration with industry experts. Our Managing Director Austin Gibbons explains that “PAS2030 lays out the requirements for the installation of energy efficiency measures in buildings. This covers areas such as insulation, electric storage, heating controls and lighting.

With regards to government energy efficiency schemes, this includes the Great British Insulation Scheme, Social Housing Decarbonisation Funding (SHDCF) Energy Company Obligation (ECO); ensuring that installations meet certain standards and quality criteria. We recommend that companies and individuals who want to be involved in the delivery of the above energy efficiency measures explore the requirements of PAS2030 as well as TrustMark and if they have any questions reach out to our team for further advice.”

There are three primary types of installations when considering PAS 2030:

    1. Building Fabric Measures (BFM) which include insulation, glazing, and doors.

    1. Building Services Mechanical (BSM) which include boilers and heating systems.

    1. Building Services Electrical (BSE) which includes lighting and lighting controls.

Here at Brighter Compliance we can support with consultancy services for all of the above.

PAS2030: ensuring quality in energy efficiency installations

Improving the energy efficiency of buildings across the UK is a huge part of the quest for sustainability and reducing carbon emissions. PAS2030 stands as a vital framework in this, outlining the standards and requirements for the installation of energy efficiency measures in buildings. In this article Brighter delves into the significance, scope, and implications of PAS 2030 in the context of promoting energy efficiency and environmental sustainability; something we’re extremely passionate about.

PAS 2030’s primary objective is to ensure the quality and effectiveness of energy efficiency installations in residential and commercial buildings. Originally introduced in 2007, PAS2030 has undergone several revisions to adapt to evolving technologies, best practices, and regulatory requirements, with the most recent version being PAS2030:2023 .

Exploring the scope of PAS2030

PAS2030 encompasses specifications for installation procedures, process management, and service delivery.

It specifies standards for installation techniques, tools, equipment, product or system suitability, and material suitability. It also covers;

    • Insulation: To reduce heat loss and enhance thermal comfort, thermal insulation materials are used in floors, walls, roofs, and other relevant locations.

    • Heating Systems: Condensing boilers, heat pumps, or biomass boilers are examples of more energy-efficient heating system upgrades or replacements. Lighting: To cut down on electricity usage and maintenance expenses, buildings can be retrofitted with energy-efficient lighting options, such LED fixtures and bulbs.

Why is PAS2030 important?

Below we explore the importance of PAS2030 and why organisations are investing in this popular certification:

    1. Regulatory Compliance

Perhaps most importantly is regulatory compliance. PAS2030 is often referenced in government energy efficiency schemes and incentive programs, such as the Great British Insulation Scheme, Social Housing Decarbonisation Funding (SHDCF) Energy Company Obligation (ECO). Compliance with PAS 2030 is essential for participating in these initiatives, ensuring that funded installations meet rigorous quality standards. For more information on quality standards or to discover more about the schemes send us a message today.

    1. Quality Assurance

PAS2030 establishes stringent requirements for the installing and commissioning to the PAS 2035 retrofit design, installation, and commissioning of energy efficiency measures. Compliance with these requirements set out is one of our specialised areas and ensures that installations reach superior standards, optimising their efficiency and durability.

    1. Carbon Reduction

Significant reductions in carbon emissions related to building operations are achieved through the effective application of energy efficiency measures made possible by PAS 2030. This is in line with global and national climate targets that are meant to improve environmental sustainability and mitigate climate change.

    1. Consumer Protection

By adhering to PAS2030 alongside TrustMark, your business can provide assurance to all stakeholders regarding the reliability and performance of energy efficiency improvements. This fosters trust and transparency in the marketplace and improves your overall credibility.

The first edition of PAS2035 was released in 2019. After this release, it became clear that non-domestic existing buildings needed their own standard, as early versions of PAS 2030 only briefly covered them. This resulted in the development of PAS2038.

Read on to discover more about PAS2038 and our specialist expertise in this certification.

PAS2038: What is it?

PAS2038 is a standard that outlines the project management retrofitting energy measures and low/zero carbon systems for a non-domestic property. It offers details on the various responsibilities involved in the procedure as well as the various qualifications and requirements needed.

Similarly to PAS2035, it is expected that retrofit professionals will need to adhere to PAS2038 to be eligible for government schemes. This is where our support comes in.

PAS 2038 aims to offer a standard for retrofitting energy efficiency measures in non-domestic structures to building owners, occupiers, energy managers, and any other stakeholders involved in the construction process. It adheres to the “whole building” refit strategy, which will eventually raise current constructions’ energy efficiency and help the UK meet its carbon emission reduction pledge. Following completion of the PAS2038 refit, it will:

    • Boost residents well-being, comfort, and health in a multi occupancy building (i.e student accommodation) or workers/visitors in a commercial building

    • Boost the viability, longevity, and functionality of the building

    • Safeguard and improve a building’s architectural and cultural legacy

    • Minimise the impact of construction on the environment

What’s the difference between PAS2035 and PAS2038?

PAS2035 and PAS2038 offer an abundance of advantages to businesses who offer services related to improving the stock of existing buildings. However, what distinguishes the two from one another?

As discussed above the assessment and design of energy-efficient measures are covered by both standards. However, PAS 2035 applies to residential structures and PAS 2038 to commercial buildings. This includes hotels, offices, warehouses, and student housing.

Both standards offer comprehensive requirements for the energy retrofit of the build, as well as retrofit guidelines for funding allocation that is energy efficient.

As experts in PAS2038, Retrofit and Facilities Management, we have a unique offering to support businesses to gain and retain compliance to the standard and can offer advice across all PAS standards (PAS2030, PAS2035 and PAS2038)

Key requirements of PAS

While the specific requirements of PAS  2030 may vary depending on the type of energy efficiency measure and the context of installation. Below we explore some of the common elements:

    1. Quality Management

Implementation of robust quality management systems to ensure that installations are carried out consistently and in compliance with applicable standards. This includes thorough documentation, quality control procedures, and post-installation assessments.

Brighter Compliance have a team of dedicated ISO consultants and we can help you get started with the implementation of an effective quality management system.

    1. Technical Specifications

Adherence to technical specifications and performance criteria outlined in PAS 2030 for each type of energy efficiency measure. This may involve conducting energy assessments, sizing calculations, and selecting appropriate materials and equipment.

Brighter Compliance can support your business navigating its way through any technical specifications and provide reliable guidance.

    1. Competency and Training:

Contractors and installers must demonstrate adequate competency and qualifications to carry out installations in accordance with PAS2030 requirements. This may involve obtaining relevant certifications and undergoing specialised training programs; which we can support with.

The requirements specified in PAS2038 that you may want to consider training or support for are:

    • safe management of the retrofit process, from inception to completion;

    • assessment of buildings for retrofit of energy efficiency and related measures;

    • identification and evaluation of improvement options (energy efficiency measures);

    • preparation of improvement plans;

    • design and specification of energy efficiency measures (whether individual measures or packages of multiple measures);

    • installation of measures;

    • testing, commissioning and handover of installed measures;

    • fine-tuning of the performance of retrofitted buildings;

    • evaluation of retrofit projects.

    1. Monitoring and Evaluation

Performance evaluation is a strong factor when going for any certification. Regular monitoring and evaluation of installed measures is essential to verify performance and identify any issues or opportunities for improvement. This may involve post-installation inspections, energy performance monitoring, and customer feedback mechanisms.

We can support your business in identifying these opportunities and provide you with appropriate mechanisms to record and monitor these.

Exploring PAS further and PAS2038

In 2019 the Climate Change Act was revised, pledging the UK to achieve “net zero” emissions by 2050. The Climate Change Committee highlighted that the built environment is responsible for about 40% of greenhouse gas emissions in the UK, with non-domestic buildings contributing about 20% of these emissions.

Except for homes, all commercial and non-domestic buildings must comply with the new PAS 2038 standard for upgrading non-domestic structures. Providing a more uniform and thorough approach to energy efficiency retrofits across various building types is the aim of PAS 2038 and our area of specialism.

The standard addresses every aspect of an energy-efficient retrofit project, including design, installation, commissioning, monitoring, and initial assessment, and planning. Architects, engineers, contractors, facility managers, building owners, occupants, energy managers, and other stakeholders participating in retrofit projects are expected to use it.

Here we outline the benefits of implementing PAS2038:

    1. a more thorough approach to energy-efficient retrofits that considers the unique requirements of various building types;

    1. increased uniformity in the design and implementation of energy-efficient retrofits;

    1. increased transparency regarding the advantages and disadvantages of energy-efficient retrofits;

    1. a greater emphasis on whole-building performance as opposed to specific technologies or measures;

    1. a greater level of confidence in the potential of energy efficiency retrofits to produce the promised savings.
