What is a public-sector tender?

A public-sector tender is a formal procurement opportunity through which a contracting authority invites suppliers to compete for goods, services or works. The notice and tender documents set out the requirements, participation conditions, evaluation method and submission process.

What is the difference between a framework and a tender?

A tender is a competitive process for awarding a contract or commercial arrangement. A framework establishes the terms under which future call-off contracts can be awarded to appointed suppliers. Suppliers may still need to compete in mini-competitions or call-offs after joining.

What is an open framework?

An open framework is a scheme of successive frameworks that can reopen to new suppliers at specified points. This differs from a traditional closed framework, where the supplier list is generally fixed for its term.

What is a dynamic market?

A dynamic market is a list of qualified suppliers that meet the stated membership conditions and can participate in future procurements. New suppliers can normally apply to join during the life of the market.

Are Dynamic Purchasing Systems still used?

Legacy Dynamic Purchasing Systems may continue under transitional arrangements where they were established before the Procurement Act 2023 regime. New procurements under the Act use the dynamic-market structure.

How do you decide whether we should bid?

We review mandatory requirements, buyer priorities, evaluation weighting, competition, contract value, delivery capability, evidence, certification gaps, resource requirements and strategic fit before recommending a bid or no-bid decision.

Can you manage frameworks after we are appointed?

Yes. Framework-management support can include call-off monitoring, mini-competition responses, evidence and accreditation tracking, pipeline reviews, mobilisation planning, KPI readiness and renewal preparation.

How early should we involve you?

As early as possible. Early involvement provides more time for a proper bid or no-bid review, evidence gathering, interviews, approvals and quality review. We can support urgent bids where capacity allows, but compressed timescales increase delivery risk.

How much does framework application support cost?

Framework and dynamic-market application support starts from £595 + VAT per application. Reduced per-application pricing may be available where several suitable applications are commissioned together. The final quotation depends on complexity and evidence readiness.

How much does tender writing cost?

Tender writing fees depend on the number and complexity of questions, word counts, evidence available, response timescale and whether Brighter Compliance is managing the full quality submission or specific sections. A fixed quotation is normally agreed after the tender documents have been reviewed.
